1 Scheme overview
West Sussex County Council is developing the A259 Shoreham to Hove active travel scheme.
The West Sussex Transport Plan 2022 to 2036 and the Adur and Worthing Local Cycling and Walking Infrastructure Plan 2020 both identify the A259 Shoreham to Brighton cycle scheme as a priority. West Sussex County Council added the scheme to its Capital Programme in January 2024.
The scheme will create a segregated walking route and a two‑way cycle path along the south side of the A259, from Adur Ferry Bridge to the Brighton and Hove boundary.
It will link to the A259 Hove to Portslade active travel project and allow National Cycle Network Route 2 to follow a more direct route alongside the A259. The scheme will also improve facilities for bus passengers, including better bus stops and more real‑time passenger information.
The scheme aims to:
- provide attractive and sustainable walking and cycling infrastructure
- reduce the transport impact of current and future development in the area covered by the Shoreham Harbour Joint Area Action Plan (JAAP)
- create safe and appealing routes that encourage walking and cycling
- reduce reliance on cars and support health and wellbeing through active travel
- improve bus stops, passenger information and bus priority measures
- improve access to homes, jobs, education, services and leisure destinations
- connect communities with public transport across the area
- support economic growth by reducing congestion and improving journey reliability
- reduce transport emissions to improve air quality and tackle climate change
2 Latest update
The A259 Shoreham to Hove active travel scheme is in its early design stage. We plan to finish this stage in May 2026 and then review the design in summer 2026.
We are already working on the early design. We have finished surveys and are still speaking to landowners who may be affected. This work helps us look at different options in more detail and find ways to deal with any problems we found during earlier studies.
What we learn will help us create plans to share with people who have an interest in the project. It will also help us plan the next steps, including looking for funding and applying for the money needed to build the scheme.

4 Timelines
The proposed timelines for the scheme are:
- preliminary design - May 2026
- landowner negotiations, business case development, public consultation and further design work - To be confirmed
- detailed design - Summer 2028
- expected phased construction commencement - To be confirmed, subject to funding
