When a Penalty Charge Notice (PCN) can be issued

A PCN can be issued when a Blue Badge has been misused or displayed incorrectly. Badge holders should ensure that they follow the rules for Blue Badge use and display.

Non-disabled people who park in an enforceable bay designated for Blue Badge holders are liable to receive a PCN or Fixed Penalty Notice (FPN). An enforceable bay will have a sign displaying that it is for the use of Blue Badge holders only.

A PCN cannot be issued on an advisory disabled parking bay.

Appealing a PCN

If you have received a PCN as a result of incorrectly displaying or misusing your Blue Badge and you wish to challenge it or make an appeal, follow the instructions on the reverse of the PCN and contact the issuing authority.
