The open framework brings together training providers from many different sectors. These include public organisations, private companies, voluntary and community groups and employer groups.
The framework helps the council act quickly when grant funding or other outside funding becomes available. It also supports training for people who live or work in West Sussex.
The framework opened on 29 November 2024 and will run for 8 years. New providers can join at any time. We have grouped the framework into different lots based on the type of training. We may award work in several ways, such as running small competitions, choosing the lowest price, or making direct awards. How we award work, and how quickly we do it, will depend on the funding rules and deadlines.
Providers can apply to join one or more lots.
Applying to the framework
If you're interested in applying to become a supplier on the open framework, you will need to register as a supplier on Atamis. Once registered you need to express an interest to give you access to the documentation and questionnaire to apply.

- Lot 1: Skills Bootcamps
- Lot 2: Adult skills
- Lot 3: Community and tailored learning
- Lot 4: Level 3 free courses for jobs
- Lot 5: Skills for life and work projects
- Lot 6: 16 to 19 programmes
- Lot 7: Family learning and parenting

Changes to the framework for devolution
In April 2026 changes have been made to how this framework will be delivered as part of Local government devolution.
The Sussex and Brighton area is moving towards local control of Adult Skills. A new Sussex and Brighton Strategic Authority is now in place. The government has invited West Sussex County Council, Brighton & Hove City Council, and East Sussex County Council to take part in a devolution pilot for the 2026 to 2027 academic year.
This pilot helps the councils prepare to manage Adult Skills funding locally. West Sussex County Council is working closely with the other 2 councils to set up a clear and fair way to buy services. This work builds on what we have learned from our current Open Framework.
The plan is to create one shared framework for all 3 councils. This will let them commission Adult Skills and related courses in one place. It will reduce repeat work for providers and make the process clearer and more efficient across the region.
Because we cannot add Brighton & Hove City Council and East Sussex County Council to the current framework, West Sussex County Council will lead on setting up a new Adult Skills and Learning Framework for 2026 to 2034. This framework will follow the new Procurement Act rules.
All suppliers will need to apply to the new framework when it opens in June 2026. Suppliers cannot move across from the current framework.
