Oracle learning and support

Training and support materials for organisations using Oracle.

The county council is introducing Oracle in October 2026. This new system will support HR, Payroll, Finance and Procurement processes.

This page provides training and support materials for employees, managers, payroll contacts or recruitment users for whose payroll we manage, including:

  • schools and academies
  • Fire and Rescue Service
  • district and borough councils
  • parish and town councils
  • partnerships
  • other external organisations

You will be able to access Oracle from any internet enabled device to:

  • view personal information
  • access digital payslips and P60s
  • update bank details

Employee learning

The following courses are intended for everyone accessing Oracle.

Signing in using a non-West Sussex County Council email address

Users with a non-West Sussex County Council email address will need to follow a separate sign-in process when accessing Oracle for the first time.

This involves setting your password and verifying your identity using either a mobile application or a phone number.

Setting your password and verifying your identity is a one-time activity.

Introduction to Oracle

In this module, you will learn what Oracle is and how it will help you in your role. You will also learn how to sign in using your work email address, navigate the Oracle homepage and identify some of the day-to-day tasks you can perform.

Managing your pay information within Oracle

In this module, you will learn how to access and manage your pay information, including viewing payslips, your P60, and maintaining the bank account details used for your salary payments.

Specialist learning

The following resources are intended for the following organisations only:

  • schools and academies
  • Fire and Rescue Service
  • Horsham District Council
  • Chichester Harbour Conservancy

All other organisations will continue to follow existing processes. If you have any questions, email hrsharedservicesexternals@westsussex.gov.uk or speak to your dedicated payroll administrator.

Oracle Data Collection Templates (DCTs)

Demonstrations are taking place to introduce DCTs and show you how to complete and submit them correctly. Only the templates used to submit employee information are changing. All other forms and processes will remain unchanged at Oracle go-live. The templates are available below:

Systems

For problems accessing Oracle, email oracle.external.access@westsussex.gov.uk. This email is part of our Oracle ticketing system and should only be used for issues logging in. This will automatically create a ticket reference (beginning HRHD) on your behalf for our technical team to address.

We are expecting a high volume of tickets in the first few weeks and we appreciate your patience during this time.
