Become a WSCC passenger transport provider

How to join and participate in the Dynamic Purchasing System (DPS) to become a WSCC transport provider.

The County Council plans and procures transport services to and from various establishments within and outside of West Sussex.

Service users are from some of the most vulnerable groups in West Sussex and may have learning difficulties, visual impairment and behavioural, emotional and social difficulties. The scope of services include but are not limited to:

  • mainstream school transport
  • Special Education Needs or Disability (SEND) transport
  • Adult Services transport
  • secure vehicles and medical transfer.

Some service users require passenger assistants, parents or school staff to accompany them on journeys. Vehicles required include:

  • taxis
  • standard minibuses
  • wheelchair accessible vehicles
  • coaches
  • secure vehicles
  • non-emergency ambulances.

Transport services may be required to run on a daily, weekly, or fortnightly basis depending on service user requirements.

The Dynamic Purchasing System (DPS) will be split into the following categories:

  • Category 1 - Vehicles with up to 8 passenger seats 
  • Category 2 - Vehicles with 9 passenger seats and above
  • Category 3 - Specialist transport vehicles.

The DPS opened for requests to participate from 2 May 2022 and is anticipated to be open for a period of up to five years up to 2 May 2027.

There is the option to extend the DPS agreement by a further two years, which would take the expiry date for applications to 2 May 2029.

How to apply

To participate and join the DPS, please refer to the council’s e-sourcing portal SE Shared Services portal and search for ‘WSCC - 033885’.

You will need to register as a supplier before you can access the project to view the full document set and submit your request to participate. The project title and reference is; ‘WSCC - JS - Passenger Transport DPS’.
