Planting licence

Apply for a free licence to plant shrubs, flowers or grass on highway land.

You may apply for a licence to plant and maintain shrubs, flowerbeds or grass on highway land if it is adjacent to your property. There is no charge for this licence.

The verge is part of the highway and care must be taken that any planting does not affect other uses of the verge.

What next?

It may take 6-8 weeks for your application to be assessed and completed.

A highways officer will:

  • review your application
  • inspect and assess the site
  • consult the parish council to resolve any objections.

If your application is approved, we will issue a licence.

Please note that the planting of trees is not included in a licence to plant.
