At West Sussex County Council, we want the best for children, families and our staff. We help people as early as possible and work together to give the right support at the right time.

Our Best Start Family Hubs play an important role in this work. They bring services together in friendly community spaces where families can get help from pregnancy until their child starts school. We work closely with families, build trusted relationships and provide practical support that helps parents and gives children the best chance to thrive.

We focus on prevention, early support and strong partnerships. We believe that early help gives children the best possible start in life, whatever their background. By working with other services and local communities, we create support that meets people's needs, includes everyone and makes a lasting difference.

A message from our Service Manager

Emma Parker, Service Manager

My name is Emma Parker, and I am the Service Manager for the Best Start Family Hub service. I feel incredibly proud to lead our Best Start Family Hubs in West Sussex and to be part of a service that is so committed to making a meaningful difference in the lives of children and families.

What makes Best Start so special to me is our clear focus on getting in early, supporting families at the right time, in the right way, to give every child the strongest possible start in life.

I am deeply passionate about creating a system where families feel welcomed, listened to and supported, and where practitioners have the opportunity to make a real and lasting impact.

At the heart of this work is our amazing team. Every day, I see the dedication, compassion and professionalism that our staff bring to their roles. They are passionate about improving outcomes, working in partnership with families and continuously striving to make our services more inclusive, responsive and effective.

It is this shared commitment that drives the success of our Family Hubs and makes them such a rewarding place to work.

Our roles

  • Our new Best Start Inclusion Practitioner roles are central to our ambition to ensure that all children, particularly those with emerging or identified additional needs, receive the right support from the very earliest stages of their lives.

    You will bring specialist knowledge of early years development, inclusion and SEND to our Family Hubs, working directly with families and alongside professionals to identify needs early and put the right support in place quickly and effectively.

    These roles are about more than individual support; they are about driving inclusive practice across the whole system. As a BSIP, you will empower colleagues, build confidence within the wider workforce and strengthen partnerships with early years providers, health services and other professionals.

    Through this, you will play a key role in improving outcomes, reducing inequalities and ensuring that every child has the opportunity to thrive.

  • Supporting this work, our BSIP Team Managers provide strong, values-driven leadership to ensure the success and impact of the service. You will play a vital role in shaping high-quality, consistent practice across Family Hubs, creating an environment where practitioners feel supported, developed and empowered to deliver their best work.

    These leadership roles focus on building a skilled and motivated workforce, maintaining strong partnerships and ensuring that the service continues to evolve to meet the needs of children and families.

    With a clear focus on inclusion, early intervention and continuous improvement, you will be instrumental in embedding a culture where innovation, collaboration and a shared commitment to better outcomes are at the heart of everything we do.
