Minerals and Waste Development Framework

Welcome to the West Sussex Minerals and Waste Development Framework (MWDF - the "Framework"). The Framework is a portfolio containing land-use plans for minerals and waste. It includes plans prepared under the former planning system that will be 'saved' for a limited period and the new development plan documents that will be prepared to replace them. It also includes a number of other documents that form part of the Framework.

LATEST NEWS

The new Planning Policy Statement 12: Local Spatial Planning (PPS12) has now been released.  It sets out government policy on local development frameworks (LDF) and how they should be prepared.  The guidance is supported by a new online Plan-making Manual and the Local Development Regulations have been amended to reflect the changes.

Now the uncertainty surrounding the changes has been resolved, we will be able to make a formal decision about the preparation of the Core Strategy and other documents, through a roll-forward of the statutory management plan, the Minerals and Waste Development Scheme.  This formal decision is likely to be made in the autumn.

The changes mean that it is likely that strategic minerals and waste sites will be incorporated into the Core Strategy Development Plan Document (DPD) instead of forming separate Strategic Waste Site Allocations documents or Minerals Site Allocations documents.  The changes also mean that the engagement process will be different.  The new system replaces the separate ‘issues and options’ and ‘preferred options’ stages with a new ‘duty to engage’.

In the meantime, technical work and evidence gathering have been continuing and will result in the publication of a series of Background Papers.  The first set of Papers are now available.  These Background Papers will be ‘living drafts’ and will be refined, added to and amended throughout the informal engagement process.  The Background Papers will initially address our current understanding of the key issues (building on work already undertaken and the results of previous consultations) and then at a later stage, will explore the options available to us in seeking to address those issues.

Please note that timetables, document profiles and consultation processes set out on this website and in the current Scheme are subject to change.  The website will be updated following approval of the revised Scheme by Council.  If you require further information about the MWDF please contact the Minerals and Waste Policy Team.
