Events under S16A require a minimum of 10 weeks notice.

In order for us to prepare a Temporary Traffic Regulation Order (TTRO) this form must be completed with as much detail as possible. Any incomplete applications will result in delays in processing the form and this may impact on your works or event.

Pedestrian access arrangements

Pedestrian access to properties adjacent to a highway should be maintained if possible.

Will pedestrian access be retained through the length of the highway affected? Select 'Yes' if pedestrian access will be retained through the whole length of the highway affected by the restriction.
Will pedestrian access be retained to individual properties within the highway affected? Select 'Yes' if pedestrian access will be retained to individual properties within the highway affected by the restriction.

Vehicle access arrangements

Vehicular access to properties adjacent to a highway may not be prohibited for any more than 8 hours in any period of 24 hours. For example, a cul-de-sac may be closed between 9.00am and 5.00pm only and outside those times full vehicular access must be available to all properties along its length.

Will vehicular access be retained to individual properties within the highway affected? Select 'Yes' if vehicular access will be retained to individual properties within the highway affected by the restriction.

Emergency access arrangements

It is compulsory that emergency services can gain access to all properties within the restricted length at all times.

Will emergency services vehicles be able to pass through the length of the highway affected? Select 'Yes' if access to pass through the length of the highway affected will be available for the period of the restriction.

If the start date conflicts with other pre-planned works we may require an alternative start date.

Emergency details

Where the temporary restriction is a closure of the highway, an emergency out of hours contact must be provided. This will not be made available to the general public, but may be passed onto the emergency services and should be someone who can respond in an emergency situation.

Public notification

Communication methods

Applicants are required to undertake advance public notification, such as a letter drop, to affected parties advising them of the proposed works or event.

Advance works notification boards must be placed on site 7 to 14 days prior to the start date.

Information boards giving details of the contractor and a phone number must be on site throughout the duration of the works or event.

Provide details of any responses (positive or negative) you may have had to any communication.

We will provide you a copy of the issued Public Notice which you may use to notify properties fronting the restricted section of highway.

Traffic management

The executor of the works or event shall be responsible for the provision and erection of all necessary warning notices, signs and barriers for the satisfactory control of traffic in accordance with current editions of Chapter 8 – Traffic Signs Manual, the Traffic Signs Regulations and General Directions, New Roads and Street Works Act, Approved Code of Practice “Safety at Street Works and Road Works”, or as directed by West Sussex County Council (“the County Council”).

Upload a valid Public Liability Insurance Certificate for a minimum of £10M
Upload a clear and legible traffic management plan of the diversion route to a suitable scale for approval with this application.

Please note that the diversion should use the same classification of roads as the road/roads to be closed where possible, the diversion should be checked for its suitability prior to submission of this application form by your traffic management company.

Health and safety

The executor of the works or event shall undertake all activities in connection with the works or event in accordance with appropriate legislation, approved codes of practice and guidelines applicable to the works or event. This shall be done with particular regard to the protection of the public from harm, injury, damage or loss.



Once your form has been received we will contact you with a reference number and details on how to pay the charge online.

Cancellation

In the event of cancellation of a TTRO request within 2 weeks of a start date, the full costs will be charged.

In the event of cancellation with more than 2 weeks notice a reasonable charge for any costs incurred by WSCC may be charged, and you will be advised of the appropriate amount.

Insurance

All companies or persons seeking temporary traffic regulations shall be required to possess public liability insurance (PLI) of at least £10 million, and that personnel working on site are qualified in accordance with NRSWA 1991.

You may be required to provide evidence of your PLI by supplying a copy of the certificate.
