Apply for a permit to place a crane on, or sail over, a highway.

A lifting plan, including method statement(s), risk assessment(s) or safety method statements, must be prepared, covering the lifting operation, and be provided and discussed with the operator prior to commencement of the lifting operation.

Post erection certificate will need to be completed and retained on site for inspection. This is a requirement under the Lifting Operations and Equipment Regulations 1998 (LOLER).

No crane use, which is likely to affect the public highway, is to take place until a licence has been issued and a copy placed on site.

Declaration

The Council may inspect the site at any time during the operation. If the operation does not adhere to the agreed method statement (licence agreements) and traffic management plan, the inspector may instruct the operation supervisor to safely shut down the operation until the problem is resolved.

In cases where the operating agreements differ grossly from those agreed the inspector will instruct the operations supervisor to immediately and safety close down the operation and leave site. If at any time public safety is thought to be compromised the operation will be stopped. Discussions will then be held between the main contractor/crane company and the County Council to re-schedule the operation.

In addition to safe use (oversailing), covered by this application, you must ensure that public safety will not be put at risk by cranage delivery, construction, erection, rigging, dismantling or removal.

This still applies if any of these activities are being carried out away from the specified site, either on or adjacent to the public highway in a way they may or could harm the public. If carriageway and/or footway closure is required to ensure safe operation you must seek permission of the WSCC Streetworks Team. Please submit a method statement and risk assessment/safety method statement detailing your control measures for pedestrian diversions or other safe systems. The safety team in consultation with highways services will validate this.
