West Sussex County Council and the South Downs National Park Authority published a Proposed Submission Draft (Regulation 19) Joint Minerals Local Plan on 16 January 2017 for a representations period, which ended on 13 March 2017.
We have submitted the Plan to the Secretary of State for examination and produced a Statement of Submission that sets out where documents can be viewed.
In accordance with Regulation 22 of the Town and Country (Local Planning) (England) Regulations 2012, we published the Plan prior to submission to allow for representations on its ‘soundness’ and legal compliance.
Representations have been collated and reviewed, and a Regulation 22 Consultation Statement prepared and submitted with the Plan, both of which are available below.
The Plan will be subject to a public examination, expected to take place during September and October 2017, in line with the Minerals and Waste Development Scheme. If considered ‘sound’, we anticipate adopting the Plan in May 2018.

The submitted Plan contains four key areas:
- a vision and strategic objectives for future mineral development in West Sussex
- 10 policies to achieve the strategic objectives for different mineral supply activities (Policies M1-M10)
- 15 policies to ensure no unacceptable harm to the environment and communities of West Sussex (Policies M12-M26)
- two mineral site allocations that will make an important contribution to meeting the need for minerals (Policy M11).
To support policies M9 and M10, Minerals Safeguarding Guidance has been prepared alongside the Plan and an updated version submitted.
