The Capital Planning and Projects Team is responsible for:
- new buildings and alteration and adaptation of existing buildings
- providing advice for the disposal and/or acquisition of land.
We spend around £50m a year on projects (excluding Private Finance Initiative (PFI), Public Private Partnership (PPP) and Design Build Operate (DBO) projects). Our aim is to ensure that all schemes are delivered within the parameters of good design, programme, budget and quality in the most sustainable and economical way possible.
Key stages of a project
This is the strategic decision-making stage of a project. It involves:
- working collaboratively with other internal and external agencies to make sure we all have the fullest information possible
- carrying out feasibility design studies to find out what our options are and what is viable
- working out what we can afford to spend
- investigating the legal aspects of site ownership, wayleaves, rights of way, traffic studies and other site constraints before we decide to commit funds.
This is where the concept is turned into reality. It involves making sure the design:
- conforms with all legislative and County Council standards and requirements
- achieves good or better BREEAM pre-assessment on selected schemes
- embraces current best practice on environmental and sustainable construction methods to meet the Constructing Excellence agenda
- is of good quality, is a reasonable cost and limits construction waste.
Construction and delivery
This stage of the process is all about managing and delivering client requirements. It involves:
- making sure the programme costs are controlled
- monitoring how things are going and creating reports
- coordinating loose equipment and IT installation providers to make sure the equipment dovetails together within the overall project programme
- handing over the premises to the client/those who will be using it to make sure they are familiar with the environment and have the relevant documentation.
Work continues after completion to:
- make sure that all records about the scheme are accurate and stored correctly in our databases
- make sure final accounts are settled
- resolve any outstanding disputes efficiently
- manage and rectify any defects with the least disruption
- score the performance of the whole team to make sure standards and targets have been met and project reviews carried out so that we can learn from experience.
