Committee memberships
The political make-up of the County
Council is set out below:
- Conservative: 49
- Liberal Democrat: 18
- Labour: 2
- Independent:2
Meetings of the full Council of 71 members are the principal
forum for political debate and take place 5 times a year.
The West Sussex Cabinet (the
Executive)has 8 members selected from the Conservative majority.
The Cabinet proposes the key policy decisions of the Council, which
are subject to agreement by the full County Council. Each member
has a portfolio of work for which they take personal
responsibility. Most decisions will be made by Cabinet Members
individually.
The 4 Select Committees have been
set up to provide an independent check on the way the County
Council provides its services. Members are drawn from all political
parties. The Health and Adult Social Care Select Committee provides
independent monitoring of health services activities in West
Sussex.
Many of the County Council's powers and duties are not
'Executive' functions and so may not be carried out by the Cabinet
or by Cabinet Members. In order to undertake those powers and
duties, the County Council has delegated them to non-Executive
statutory committees. These are the
Planning, Rights of Way and Regulation, Audit and Accounts.
The County Council has also set up a Governance Committee to keep under review and
monitor the governance arrangements of the County Council and a
Standards Committee to monitor the
County Council's Code of Conduct.
The County Council has 14 County Local
Committees, including 3 Joint Area Committees (in the Downland,
Eastern and Western Areas of Arun District). The County Local
Committees are made up of the members of the County Council and of
the District Council for the Area. Meetings are also attended by
representatives of town and parish councils. Certain decisions have
been delegated to the County Local Committees by the County Council
and to the Joint Area Committees by the County Council and by the
District Council.
The County Council also appoints members to represent the
Council on other organisations which are known as 'outside bodies',
and has joint arrangements with a number of boards and
partnerships.
