English National Concessionary Transport Scheme (ENCTS)

Transfer of funding for the scheme from borough/town councils has been transferred to WSCC. We decided to fund the statutory requirement which meant excluding the free pass for carers/helpers which are currently available to disabled people in certain towns and boroughs within West Sussex.

You said   That you needed these extra passes as the most vulnerable people who use public transport were those who had a carer/helper travelling with them and that to remove this facility would mean that these users would face great difficulty using their free passes if travelling on their own.

We did
   WSCC decided not only to fund the cost of continuing the carers/helpers free bus pass but to extend this facility to all eligible customers across the whole of the county.

You said   That you wanted continuity across the county; that the same conditions apply to everyone on the scheme no matter where they lived.

We did  
We have ensured that the same scheme will be available to those who qualify.


Horsham East Street pedestrianisation

As part of the Horsham East Street re-development we carried out a consultation with the local community including disabled people and local businesses.

You said   Blind and partially sighted people need a defined walkway to allow them to distinguish between pedestrian use and road use.

We did   Incorporated into the design was a specific guidance path surface making use of tactile paving. We also placed a 10mph maximum speed limit.  On top of this we also designated 2 new disabled parking spaces and designated loading bays.

You said   That the original restriction times meant that access to the facilities by disabled drivers/blue badge holders would be severely restricted and for traders who needed more flexible loading and unloading availability.

We did   We amended the restrictions to allow disabled drivers/blue badge owners and loading/unloading access for traders at all times.


Regaining Independence Support Service (Reablement)

Reablement is the provision of assistance for people in poor health that helps them to accommodate their illness or frailty by learning or re-learning skills for daily life. The reablement process will consist of a short intensive programme of activity, with a focus on customer independence and prevention of dependence.

You said   The paperwork was confusing and provided suggestions for improving it including better explanations, rotas and timings.

We did   We are looking into redesigning the paperwork taking into account customers suggestions and feedback where possible.


Library Service review

In November 2009 the Library Service carried out a survey with customers to find out why people use the libraries and what is important to them. They used this information as part of its review to ensure that customers needs, wants and expectations could influence the decisions made.

You said   That you wanted more self service kiosks

We did   We are installing self service kiosks into libraries in Crawley, East Grinstead, Bognor Regis, Burgess Hill, Chichester, Haywards Heath, Horsham, Lancing, Shoreham, Storrington and Worthing.

You said   You were unhappy with the outdated accessible PC's in libraries.

We did   As part of the revised Library Service review we ensured that all the major libraries now have at least one new accessible terminal which has assistive technology such as a screen reader, text enlarging software, special keyboards, mice or trackpads.


Fire and Rescue Service 5 year plan

Between 2009 and 2010 West Sussex Fire Service carried out an extensive consultation process to find out what residents living and working in the county thought about the services that they provided.

You said   Disabled residents would like to remain in their homes and feel safe, have safety evacuations plans and the right equipment to reassure them.

We did   We have a specialist Community Adviser who visits residents with varying disabilities to provide advise and specialist home fire safety equipment, including adapted smoke alarms, special controls for the visually impaired and blind.

You said   You are satisfied with the service we provide and that you wanted us to continue providing a first class protection and response service.

We did   We targeted part of our consultation and engagement strategies to understand what this meant for different communities on a more local basis and through this created, with these communities, more effective strategies to help ensure we provided the best service we could.


West Sussex Records Office

In 2009-10 the Records office carried out a pricing review and a review of the services it provided.

You said   That the option for offering a digitisation service was too limited.

We did   We now offer more options for the digitising of printed documents.


WSCC infrastructure

We asked you what was most important to you when considering the infrastructure within the county.

You said   That road (especially potholes) and pavement repairs as well as traffic congestion were most important to you.

We did   We have now made both issues key priorities and form part of the West Sussex County Council Corporate Plan.
