Planning applications for minerals, waste, and County Council-own development
Introduction
Applications are made to the County Council for permission to
carry out:
- mineral development (for example sand, gravel, chalk, and clay
extraction);
- waste development (such as landfill, tipping, waste recycling,
transfer stations, and wastewater treatment works);
- the County Council’s own development (including schools,
libraries, and care homes).
All other types of planning application are dealt with by the
district and borough councils. Find

Planning applications online
Viewing applications
You can search
for and look at minerals, waste, and the County Council's own
applications registered since April 2004.
You can also see these and earlier applications by visiting us
at County Hall in Chichester. Please contact
us to make an appointment.
Submitting applications
You can submit an application online for minerals, waste, or
County Council (Regulation 3) developments.
Waste and Regulation 3
applications should be submitted online via the Planning Portal,
where you will need to register a user name and password. Further
information is available on the Planning Portal.
Create,
manage, and submit waste and Regulation 3 applications on the
Planning Portal.
Important note: You must register as a
‘professional user’ with the Planning Portal; registering as
‘general public’ will not give you the facility to submit waste or
Regulation 3 applications.
Minerals applications have to be submitted
through our web site. You will need to create a profile so that you
can login to then submit applications.

Submitting comments
You can make comments on an application online, by email, or by
post - view our contact details.
To submit comments online for a particular application:
- You will need to search
for the application (opens in a new window) - we recommend
entering the site name in the keywords.
- When you find the application, click on the 'view full details'
link that appears beneath the application's summary details.
- Click the 'submit comments about this application' link.
- Complete and submit the form. (Please note that the comments
box allows for a maximum of 3,500 characters. If you wish to write
more than this, we recommend that you email us instead.)
When submitting comments on an application, you should include your
name and address. Comments submitted without a name and address
will be classed as 'anonymous', which means we may not be able to
keep you informed of the application's progress, or fully
understand the matters you raise. All comments will be acknowledged
and made available for public inspection on the website and at
County Hall in Chichester. Phone numbers, signatures, and email
addresses will be hidden. Do not include any personal information
that you would not wish to be publicly available.

Statement of Community Involvement
The Statement of Community
Involvement (SCI) is our policy for involving interested
parties when consulting on planning applications and during
preparation of documents to be included in the Minerals and Waste Development Framework (MWDF).
Consultation on planning applications will have to comply with the
adopted SCI.

Validation: the 'Local List'
In December 2007, the government introduced new guidelines and
advice for local councils to improve the planning application
validation process. Validation of a planning application represents
the start of the determination process, resulting in granting or
refusing planning permission.
To meet the specific needs of West Sussex, we have adopted a
Local List for validating planning applications received for sites
outside the South Downs National Park. Additionally, a Code of
Practice sets out how we will deal with planning applications.
Applications relating to sites within South Downs National Park
are subject to the separate Local Validation Guidelines set by the
South Downs National Park Authority. These are available on the
National Park Authority’s website.

Decisions and decision notices
Use the online
search facility to obtain the list of decisions made. Decision
notices can be printed for reference but they do not include dates
or signatures for security reasons.
To view decisions made:
- you will need to search
for the application (opens in a new window);
- select 'determined';
- enter any other criteria, such as dates, application type,
and/or parish;
- click the Search button to view a list of determined
applications;
- to view an application's decision notice, click on the 'view
full details' link that appears beneath its summary details;
- click Documents;
- the decision notice will be listed with the other documents for
the applications.
